توضح هذه السياسة كيفية جمع البيانات واستخدامها وحمايتها ومشاركتها وحذفها في تطبيق مركز فلسطين للتربية الخاصة (com.linkcom.palcenter) وفي الموقع الإلكتروني palestine-center.org. التطبيق مخصص لأولياء الأمور/الأوصياء وموظفي المركز المخوّلين لمتابعة الأطفال المسجلين، وهو غير موجّه للاستخدام المباشر من الأطفال.
1. من نحن ونطاق هذه السياسة
مركز فلسطين للتربية الخاصة مركز مرخّص من وزارة التربية والتعليم (رقم الترخيص 38350012) يقدّم خدمات تعليمية وتأهيلية وعلاجية للأطفال ذوي الإعاقة والاحتياجات التعليمية الخاصة في قطاع غزة.
تسري هذه السياسة على:
- تطبيق المركز على الهواتف الذكية بجميع إصداراته.
- الموقع الإلكتروني الرسمي palestine-center.org وجميع صفحاته ونماذجه.
- قنوات التواصل الرسمية التي يديرها المركز لتلقّي الطلبات والاستفسارات.
مركز فلسطين للتربية الخاصة هو المتحكّم بالبيانات (Data Controller) والمسؤول عن حمايتها.
2. البيانات التي نجمعها
نجمع الحد الأدنى من البيانات اللازمة لتقديم الخدمة، وتشمل:
- بيانات ولي الأمر/الوصي: الاسم، رقم الهاتف، البريد الإلكتروني، وبيانات الدخول (اسم المستخدم وكلمة مرور مشفّرة).
- بيانات الطفل المسجل: الاسم، تاريخ الميلاد أو العمر، الصف/المجموعة، نوع الخدمة المقدّمة، وتاريخ الالتحاق.
- البيانات الخدمية الحسّاسة: التقارير التعليمية والعلاجية والسلوكية، خطط التدخل الفردية، وملاحظات الأخصائيين والمعلمين ومتابعة الحضور.
- الصور ومقاطع الأنشطة: لا تُرفع أو تُعرض إلا بموافقة خطية مسبقة من ولي الأمر قابلة للسحب في أي وقت.
- البيانات المالية الإدارية: سجل الرسوم الشهرية ورسوم المواصلات إن وُجدت. لا يجمع التطبيق بيانات بطاقات دفع ولا ينفّذ عمليات دفع إلكتروني.
- بيانات تقنية محدودة: نوع الجهاز ونظام التشغيل، وسجلات الأخطاء وأوقات الدخول، ومعرّف الإشعارات — وتُستخدم فقط لتشغيل التطبيق وتأمينه.
3. أساس الجمع والغرض منه
تُجمع البيانات بناءً على تسجيل الطفل في المركز وموافقة ولي الأمر عند إنشاء الحساب، وتُستخدم حصراً للأغراض التالية:
- تمكين ولي الأمر من متابعة تقدّم طفله وتقاريره وجلساته.
- إدارة الخدمة التعليمية والتأهيلية داخل المركز وتوثيق الجلسات والحضور.
- التواصل بين المركز وولي الأمر وإرسال الإشعارات المتعلقة بالطفل.
- إعداد إحصاءات وتقارير مجمّعة لا تتضمّن أسماء أو بيانات تعريفية للأطفال.
- حماية الحسابات ومنع الوصول غير المصرّح به.
لا تُستخدم البيانات لأي غرض آخر دون موافقة صريحة جديدة من ولي الأمر.
4. خصوصية بيانات الأطفال
نتعامل مع بيانات الأطفال باعتبارها بيانات حسّاسة وسرّية، وفق سياسة حماية الطفل المعتمدة من مجلس إدارة المركز.
- التطبيق غير موجّه للأطفال للاستخدام المباشر، والحسابات تُنشأ لأولياء الأمور/الأوصياء والموظفين المخوّلين فقط.
- لا تُستخدم بيانات الأطفال لأي غرض إعلاني أو تسويقي أو تجاري إطلاقاً.
- لا تُنشر بيانات الطفل أو صوره على المنصات العامة، ويُستخدم الاسم الأول أو اسم مستعار فقط في أي مادة موجّهة للخارج.
- لا يُربط أي تشخيص أو حالة صحية باسم طفل أو صورته في أي مادة تُشارك خارج المركز.
- الوصول إلى ملف الطفل مقصور على ولي أمره والموظفين المعنيين بخدمته مباشرة.
5. مشاركة البيانات
لا نبيع بيانات المستخدمين أو الأطفال ولا نؤجّرها ولا نشاركها لأغراض تسويقية مع أي جهة. تقتصر المشاركة على الحالات التالية:
- عند وجود التزام قانوني أو طلب رسمي من جهة مختصة.
- لحماية سلامة الطفل أو المستخدمين أو حقوق المركز عند وجود خطر جدي.
- مع مزوّدي الخدمات التقنية اللازمين لتشغيل التطبيق ضمن الحدود الموضحة في القسم 6.
- مع الجهات المانحة أو الشريكة، وبعد إخفاء الهوية بالكامل — أي بيانات مجمّعة وإحصائية فقط، أو بموافقة خطية منفصلة من ولي الأمر عند الحاجة لأي بيان تعريفي.
6. مزوّدو الخدمات التقنية
يعتمد تشغيل التطبيق على مزوّد استضافة وخدمات تقنية يتعاقد معه المركز. يقتصر وصول هؤلاء المزوّدين على ما يلزم للتشغيل والصيانة، ويُمنع عليهم استخدام البيانات أو الاحتفاظ بها لأي غرض خارج نطاق الخدمة، وتُلزمهم عقود المركز بالسرّية وبحذف نسخهم عند انتهاء التعاقد.
لا يحتوي التطبيق على شبكات إعلانية، ولا يشارك بيانات الأطفال مع أي طرف ثالث لأغراض التتبّع أو الإعلان.
7. حذف الحساب والبيانات
يحق لولي الأمر/الوصي طلب حذف حسابه وبيانات طفله في أي وقت، عبر إحدى الطريقتين:
- إرسال طلب من البريد الإلكتروني المسجّل في الحساب إلى info@palestine-center.org مع كتابة «طلب حذف بيانات» في عنوان الرسالة.
- تقديم طلب خطّي إلى إدارة المركز مباشرة.
نؤكد استلام الطلب خلال 7 أيام عمل، ويُنفّذ الحذف خلال 30 يوماً كحدّ أقصى، ويشمل بيانات الحساب وبيانات الطفل والتقارير المرتبطة بها، ما لم يوجد التزام قانوني أو إداري بالاحتفاظ ببعض السجلات؛ وفي هذه الحالة نوضّح لولي الأمر أي سجلات بقيت وسببها ومدتها.
8. حماية البيانات وتخزينها
- تُنقل البيانات بين التطبيق والخادم عبر اتصال مشفّر (HTTPS/TLS).
- تُخزَّن كلمات المرور بصيغة مشفّرة غير قابلة للاسترجاع.
- الوصول محدود بصلاحيات حسب الدور الوظيفي، ولكل مستخدم حساب مستقل.
- تُراجَع صلاحيات الوصول دورياً وتُلغى فور انتهاء علاقة الموظف بالمركز.
- تُحفظ النسخ الاحتياطية في بيئة مؤمّنة ومحدودة الوصول.
ورغم اتخاذنا إجراءات حماية مناسبة، لا يمكن ضمان أمان مطلق لأي نظام إلكتروني. وفي حال وقوع خرق يمسّ بيانات شخصية، نُخطر أولياء الأمور المتأثرين والجهات المختصة دون تأخير غير مبرر.
9. مدة الاحتفاظ بالبيانات
- بيانات الحساب والبيانات التشغيلية: طوال فترة تسجيل الطفل في المركز.
- بعد انتهاء الخدمة: يُحتفظ بالملف التربوي والعلاجي للطفل ضمن السجلات الإدارية للمركز وفق المتطلبات القانونية والمهنية، ما لم يُقدَّم طلب حذف وفق القسم 7.
- البيانات التقنية وسجلات الدخول: مدة قصيرة لا تتجاوز ما يلزم للتشغيل والتدقيق الأمني.
10. حقوق المستخدم
يحق لولي الأمر/الوصي:
- الاطلاع على البيانات المرتبطة بحسابه أو بطفله والحصول على نسخة منها.
- طلب تصحيح أي بيانات غير دقيقة.
- طلب حذف البيانات وفق القسم 7.
- سحب موافقته على استخدام صور الطفل أو مقاطعه في أي وقت.
- تقديم شكوى إلى مسؤول الحماية في المركز بشأن أي تجاوز يتعلق بالبيانات.
- التوقف عن استخدام التطبيق في أي وقت.
11. الإعلانات والتسويق
لا يعرض التطبيق إعلانات، ولا يستخدم بيانات المستخدمين أو الأطفال لأغراض إعلانية أو تسويقية، ولا تُباع البيانات لأي طرف تحت أي ظرف.
12. التغييرات على هذه السياسة
قد نحدّث هذه السياسة لتحسين مستوى الحماية أو لتلبية متطلبات قانونية أو تقنية. تُنشر النسخة المحدّثة على هذا الرابط مع تاريخ آخر تحديث، ويُخطَر أولياء الأمور عبر التطبيق عند أي تغيير جوهري في طريقة جمع البيانات أو استخدامها.

This policy explains how data is collected, used, protected, shared, and deleted within the Palestine Center for Special Education mobile app (com.linkcom.palcenter) and the website palestine-center.org. The app is intended for parents/guardians and authorized center staff to follow the progress of enrolled children. It is not intended for direct use by children.
1. Who We Are and Scope of This Policy
Palestine Center for Special Education is a center licensed by the Ministry of Education (license no. 38350012) providing educational, rehabilitative, and therapeutic services to children with disabilities and special educational needs in the Gaza Strip.
This policy applies to:
- The center's mobile application, all versions.
- The official website palestine-center.org, including all pages and forms.
- Official channels operated by the center to receive requests and inquiries.
Palestine Center for Special Education is the data controller responsible for protecting this data.
2. Data We Collect
We collect the minimum data necessary to deliver the service:
- Parent/guardian data: name, phone number, email address, and login credentials (username and an encrypted password).
- Enrolled child data: name, date of birth or age, class/group, type of service received, and enrollment date.
- Sensitive service data: educational, therapeutic, and behavioral reports, individual intervention plans, specialist and teacher notes, and attendance records.
- Photos and activity clips: uploaded or displayed only with prior written parental consent, which may be withdrawn at any time.
- Administrative financial data: records of monthly fees and transport fees where applicable. The app does not collect payment card data and does not process electronic payments.
- Limited technical data: device type and operating system, error logs, sign-in times, and notification identifiers — used only to operate and secure the app.
3. Basis and Purpose of Collection
Data is collected on the basis of the child's enrollment at the center and the parent's consent at account creation, and is used solely to:
- Allow parents to follow their child's progress, reports, and sessions.
- Manage educational and rehabilitative services and document sessions and attendance.
- Enable communication between the center and parents, including notifications about the child.
- Produce aggregate statistics and reports that contain no names or identifying details of children.
- Protect accounts and prevent unauthorized access.
Data is not used for any other purpose without new, explicit parental consent.
4. Children's Privacy
We treat children's data as sensitive and confidential, in line with the child protection policy approved by the center's board.
- The app is not directed to children for direct use; accounts are created only for parents/guardians and authorized staff.
- Children's data is never used for advertising, marketing, or commercial purposes.
- Children's data and images are not published on public platforms; only a first name or an alias is used in any externally facing material.
- No diagnosis or health condition is ever linked to a named or pictured child in material shared outside the center.
- Access to a child's file is limited to their parent and the staff directly involved in their service.
5. Data Sharing
We do not sell, rent, or share user or child data for marketing purposes with any party. Sharing is limited to:
- Where required by law or by an official request from a competent authority.
- To protect the safety of a child or users, or the rights of the center, in cases of serious risk.
- With technical service providers necessary to operate the app, within the limits described in Section 6.
- With donors or partner organizations only in fully anonymized, aggregate form — or, where any identifying detail is required, with separate written parental consent.
6. Technical Service Providers
Operating the app relies on a hosting and technical services provider contracted by the center. Provider access is limited to what operation and maintenance require; providers may not use or retain data for any purpose outside the service, and the center's contracts bind them to confidentiality and to deleting their copies when the contract ends.
The app contains no advertising networks and shares no children's data with third parties for tracking or advertising.
7. Account and Data Deletion
Parents/guardians may request deletion of their account and their child's data at any time by either of these routes:
- Email the address registered on the account to info@palestine-center.org with "Data deletion request" in the subject line.
- Submit a written request directly to the center's administration.
We confirm receipt within 7 working days and complete deletion within a maximum of 30 days. Deletion covers account data, child data, and associated reports, unless a legal or administrative obligation requires retaining certain records — in which case we tell the parent which records remain, why, and for how long.
8. Security and Storage
- Data is transmitted between app and server over an encrypted connection (HTTPS/TLS).
- Passwords are stored in an encrypted, non-recoverable form.
- Access is restricted by role-based permissions, with a separate account for each user.
- Access permissions are reviewed periodically and revoked as soon as a staff member leaves the center.
- Backups are kept in a secured environment with restricted access.
While we apply appropriate safeguards, no electronic system can be guaranteed absolutely secure. In the event of a breach affecting personal data, we notify affected parents and the competent authorities without undue delay.
9. Data Retention
- Account and operational data: for as long as the child is enrolled at the center.
- After service ends: the child's educational and therapeutic file is retained within the center's administrative records as required by legal and professional obligations, unless a deletion request is submitted under Section 7.
- Technical data and sign-in logs: kept only as long as needed for operation and security auditing.
10. Your Rights
Parents/guardians have the right to:
- Access data related to their account or child and obtain a copy of it.
- Request correction of inaccurate data.
- Request deletion of data under Section 7.
- Withdraw consent for the use of their child's photos or clips at any time.
- File a complaint with the center's protection officer regarding any data-related violation.
- Stop using the app at any time.
11. Advertising and Marketing
The app displays no advertising, does not use user or child data for advertising or marketing purposes, and data is never sold to any party under any circumstances.
12. Changes to This Policy
We may update this policy to improve protection standards or to meet legal or technical requirements. The updated version is published at this link with its last-updated date, and parents are notified through the app of any material change to how data is collected or used.
